Rate the five gears

1 · Governance

Who can say stop, how fast, and on what authority?

2 · Equity

Who bears the risk and who holds the upside? Misalignment hides failure.

3 · Aligned incentives

Does the reward for caution beat the reward for speed?

4 · Resilience

What survives the failure you did not predict? Rollback, kill switches, margin.

5 · Steering

Can you change direction after launch, or only watch?

Stakes

How reversible is a mistake? This sets the veto rules.

Veto rule, straight from the book: on an RSI-relevant system, any red in Governance or Resilience means stop or slow, no matter how green the rest looks.

Tool 2: Oversight Half-Life calculator

Is your control ratio under 1?

H is the time until half of what your last human review verified has gone stale. L is the time to notice, decide, and act. Keep R = L / H below 1.

Any unit works, as long as H and L use the same one (days, hours, minutes…).

How to read it

If correction takes longer than verification stays good, you are steering by a map that is already wrong. The dashboard can look calm while control is gone. That is the paradox in one number.
